    RITZVILLE – Adams County commissioners are expected to sign a memorandum of understanding in connection with a settlement over opioid addiction with bankrupt Purdue Pharma. The memorandum relates to an agreement reached by State Attorney General Bob Ferguson and the company. The agreement notes cities and counties will share part of a $113 million settlement, based on population.     RITZVILLE – Adams County residents have the highest average federal tax refund of any of the other counties in the state. The finding is according to research by SmartAsset, a consumer-focused financial information and advice firm. According to the research, 6,830 residents are eligible to receive a federal tax refund.     RITZVILLE - Ritzville utility bills will arrive late this month due to a software problem with the billing system, the city announced Monday, April 4.
