    RITZVILLE - A jury in Adams County Superior Court has found Ritzville man Michael Anthony Kuest, 27, guilty of first-degree rape with a deliberately cruel aggravator, two counts of second-degree assault and one count of witness tampering.     The crime rate in Ritzville dropped by 5.9% in 2018 in comparison to 2017, according to the Crime in Washington Annual Report released by the Washington Association of Sheriffs and Police Chiefs. Ritzville ended the year with 191 reported crimes, down from 203 in 2017. The crime rate for the year was 115.1. The crime rate is the number of crimes per 1,000 people in the city. While Ritzville's rate is down, it is still appreciably higher than the only other city in Adams...
