    Gerald “Jerry” Kelly, 76, died unexpectedly at his home on Dec. 20, 2021. Jerry was born on May 9, 1945 in Louisiana, Mo. to Ollie and Martha (Carroll) Kelly. After graduating from high school in Clarkston, Ky. in 1963, he joined the navy and served in Vietnam.     RALSTON – Ralston Grange No. 943 will be getting a new well thanks to funding from Innovia Foundation of Spokane. Innovia awarded the grange $15,000 to drill a new well on its property to supply potable water, officials said. The well must be completed no later than March 23, officials said.     RITZVILLE - Ritzville utility bills will arrive late this month due to a software problem with the billing system, the city announced Monday, April 4.
