    PASCO — Franklin Public Utility District and Mid-Columbia Libraries have teamed up to offer free WiFi Internet hotspots around the county. The service is available from 8 a.m. to 8 p.m. daily in parking lots and sidewalks near buildings housing the hotspots. A password is not required, officials said.     ST. JOHN – Twelve units responded Tuesday afternoon to a tractor fire that spread to the stubble and windrow straw the tractor had been baling. St. John Fire District responded to Shields Road, near the Ballaine Road intersection, with three trucks while District 11 supplied nine; three from Colfax, three from Steptoe, two from Diamond and one from Albion.     ADAMS COUNTY — A 20-year-old driver has been airlifted to Sacred Heart Hospital in Spokane after allegedly running a stop sign Tuesday, Sept. 2. According to Washington State Patrol officials, Brandon Howes of Elgin, Oregon, was driving northbound on Booker Road shortly before 7 a.m. Tuesday. A second driver, Joseph E.     OTHELLO – A man wanted for alleged involvement in an assault and arson was taken into custody Monday afternoon, Aug. 24.
