Eloy Romero Serrano, 78, of Royal City; Jesus Perez Escamilla, 21, of Tlalixtaquilla de Maldonado, Mexico; and Antoina F. Rodriguez Barragan, 63, of Royal City, were pronounced dead at the scene near Milepost 28 of State Highway 26, the Washington State Patrol reported.
