    The Ritzville City Council approved Ordinance 2105 regarding regulations on marijuana production, processing and retail sales within the city limits.     As the marijuana industry continues to expand after being legalized at the state level in 2012, the Adams County Board of Commissioners and Planning Commission continue discussions about establishing rules and regulations for the industry within the county limits.     The Adams County Hospital District No. 2 Board of Commissioners discussed updates at the local facility regarding the recent construction and remodel during their meeting on Feb. 23. CEO/CFO Gary Bostrom reported he met with NAC, Leone and Keeble, and Apollo Solutions to discuss the final areas needing to be completed in regards to the construction.     Helen Joy (Brownfield) Thaut, long-time resident of Moses Lake and Spokane, died at the age of 91, on Feb. 7. The daughter of M. Foster and Della (Glover) Brownfield, Joy was born in Pullman in 1925, the youngest of six children. She was known by her middle name because, in her words and with a laugh, “Mother said if I was a good baby she would name me ‘Joy.’ Evidently I was a good baby.”
