    RITZVILLE — The Federal Emergency Management Agency will test the national public alert system at 11:20 a.m. (our time) today, Wednesday, Oct. 4. The test will mean all cell phones and broadcast companies will "tone out" at that time. If your mobile phone is within range of an active cell tower, you should receive the test. Wireless providers will be transmitting the test for a 30-minute window, but each phone is expected to sound the tone only once. A backup test is set for Oct. 11.     OTHELLO – Paden Bray was named All-Around Cowboy for the Sept. 15-16 Othello Rodeo. Bray took home $1,444 for his selection, based on his performance in the Tie-Down and Team Roping events. The total payout for the rodeo was $58,471. J.J. Harrison, formerly of Okanogan and now of Walla Walla, was the rodeo clown this year. Bullfighters were Miles Barry and Dan Newman.     RITZVILLE - A West Richland man is facing multiple charges after allegedly stealing an asphalt truck from the state Department of Transportation's Washtucna shop Tuesday, Sept. 19, and leading law enforcement on a chase that ended miles away. Lance Rogers, 31, was arrested and transported to a Yakima-area hospital after he was apprehended following the pursuit that ended with the stolen truck catching fire.     RITZVILLE – In conjunction with the city’s ongoing water distribution project, Public Works Director Dave Breazeale said he has received several phone calls from residents concerned about cloudy and oily water. At last Tuesday’s City Council meeting, Breazeale addressed those concerns. “It’s unsightly, for sure,” he said. “But we lubricate our bearings with food-grade vegetable oil.
