    From June to August of this year, 11 catalytic converters were reported stolen in Lind and Ritzville, according to records provided by the Adams County Sheriff and City of Ritzville Police departments. Most catalytic converter thefts occur late at night and may involve loud reciprocal saws or other power tools.     RITZVILLE – On September 8, Blackline, Inc., a contractor based in Vancouver, Wash., began a "slurry seal" project along Ritzville's downtown thoroughfare. Aggregate (small crushed rock) was spread from Palouse to Jackson Streets. The contract award of $77,060 was approved at the city's September 6 council meeting.
