    A Public Hearing was held Monday, Dec. 7, in regards to approving the proposed six-year transportation improvement plan, which encompasses 2016 through 2021. This plan, presented by Public Works Director Todd O’Brien and County Engineer Scott Yaeger, includes six projects with funds already secured and four proposed projects that are yet to be funded.     During their regularly scheduled meeting on Tuesday, Dec. 1 at 7 p.m., the Ritzville City Council made a motion to approve Ordinance No. 2091 adopting the budget for the City of Ritzville for 2016 in the amount of $8,408,780. Within this budget lies a breakdown of the specific allocations of the City’s funds for the year. The Current Expense fund boasts $1,136,200 for the next fiscal year.     Last weekend marked the beginning of another Lady Broncos basketball season with a nonleague game versus Columbia-Burbank. The Lady Broncos fought hard the entire game against the Lady Coyotes but ultimately lost 47-48. This game held many insights for the team though. Their new head coach, Gary Kelly, was able to see how his new team held up against frustration.   • UW School of Public Health representatives conducting surveys in Adams County

    Eight graduate students from the University of Washington School of Public Health will be in Adams County from Dec. 7 through Dec. 8. These students are working on their Master’s degrees in public health practice. During their time here they will be working on an assignment at the Adams County Health Department as part of the county’s Community Health Improvement Plan.     The Lind Town Council held their first Public Hearing in regards to the 2016 budget on Nov. 24, at 6:45 p.m. This meeting served as an opportunity for the public to voice their opinions in regards to specific proposed changes. This first item discussed was in regards to the election fee. This fee is charged per registered voter in each area as determined by the Washington State BARS Manual.     In a recent Community Economic Revitalization Board (CERB) meeting in Olympia, Adams County was chosen to receive a $50,000 Planning Grant to study the feasibility of an industrial wastewater facility at the Port of Othello.     At the recent Lind Town Council meeting, held on Nov. 10, multiple motions were made with only some carrying. This meeting held many decisions tabled from the previous meeting, as well as several new motions and information.     A new nonprofit organization has been created in Ritzville. SNYP, Spay Neuter Your Pet, will assist low-income families in Ritzville, Lind, Sprague and Washtucna to have their pets spayed or neutered. Their aim is to provide a family with a coupon to offset or cover the cost of a pet’s spay or neuter procedure.     The 2B Regional Volleyball Tournament took place over the weekend for Districts seven and nine. The Lind-Ritzville/Sprague Lady Broncos began the tournament ranked as number four. Their first match was Wednesday, Nov. 4, versus Tri-Cities Prep. The Lady Broncos fell to Tri-Cities Prep with set scores of 11-25, 10-25 and 22-25.     During the recent Lind Town Council meeting held on Oct. 27, Mayor Jamie Schmunk brought forth several ideas for the council to decide upon. The first being to create a resolution in order to give the citizens of Lind a break on their normal $1 or 1.87 percent increase on their water and sewer bill.     The Chronicle of Philanthropy recently released the 2012 Giving Profile for the State of Washington and named Adams County the most giving county in the state. The data for this conclusion came from the Internal Revenue Service information combined with the census data. The study took into account Americans tax returns, which itemizes their deductions including charitable gifts.     The Ritzville Fire Department received a Hazard or Fire Insurance rating of six this year from the Washington State Rating Bureau, which is one point lower than last year’s rating of seven. In this instance the lower the score the better the rating. With a score of seven the residential cost of insurance could be raised as much as 10 percent and 25 percent for commercial.     For one year now the Ritzville Public Library has been running a library branch out of Lind-Ritzville Middle School. This began in October 2014. The Library Board implemented this branch to provide more services to the Lind community.
