Ritzville Police Department Dispatch Reports: April 11, 2019

March 3, 20:10 — A traffic stop was conducted by the on-duty officer of a vehicle being driven without tail lights in the area of 4th Ave. and Division St. After some conversation and a false name being given by the driver, Andrew M. Pacher (29) of Ritzville was issued a notice of infraction for driving without tail lights, and booked into the Adams County Jail for Driving While Suspended in the 3rd Degree, Providing False or Misleading Statements to a Police Officer, Operation of a Vehicle without an Interlock Device when required, a Department of Corrections Warrant for Escape Community Custody, and Possession of Methamphetamine.

March 4, 07:56 — A call was received from the Grant County Sheriff’s Department asking for an RPD officer to contact a subject living in Ritzville regarding a vehicle found in Grant County with the doors open.

March 4, 09:00 — A call was received about a male subject all bundled up walking near the draining ditch on Division St. carrying a crow bar. An officer checked the area and was not able to locate the subject but the description provided fit the description of a local subject that has issues and frequents that area.

March 4, 14:00 — A call was received by a local subject that found a Kindle Fire laying in the road at Main and Division St. It was taken to the PD for safe keeping in hopes the owner can be found. If the owner contacts the PD and describes the case, the Kindle can be returned.

March 4, 16:41 — A call was received from a student advising a friend, who is also a student, may be having a difficult time dealing with some issues and may need some help. An officer responded and assisted as the juvenile was taken to the hospital for a needed evaluation and referral.

March 4, 18:10 — A call was received from the library advising a local subject was using the computer but was acting very strange -- more so than he usually does. An officer responded and spoke with the complainant who said she is just worried about the subject as he is talking to himself more so than he normally does. The subject left on his own without officer contact.

March 5, 04:00 — A call was received from a local truck stop advising there was a motorhome parked at the fuel island for 3 hours. The driver was contacted and said he was having mechanical problems and would be obtaining parts when the parts house opened in the morning. The complainant was advised of the situation.

March 5, 08:44 — A complainant called advising there had been a subject staying in a vehicle at an address near Division St. and Fir Ave. The caller was worried as it has been very cold at night and it appeared there might be a couple dogs in the car with the subject. An officer made contact with the subject who was having trouble keeping the house warm in the bitter cold, so with the use of a small electric heater decided to stay in the vehicle parked outside the house until the weather gets a little warmer. The subject was not requesting any assistance. Options were discussed with the subject and the officer was thanked for his concern.

March 6, 11:36 — A notice was received of a wallet lost near First Ave. and Cascade Street. If the wallet is located or turned in, the owner requested it be returned.

March 6, 11:44 — A complaint was received from a local business near Smitty Blvd. and Division St. advising that a semi had parked too close to the business in a no parking zone. The semi was on private property but the responding officer was able to locate the driver and request the semi be moved to a safe location – to which the driver agreed.

March 6, 14:00 — A complaint was received of suspicious activity at the former West Side Motel. An officer responded and contacted two subjects who identified themselves as the new owners of the property. They were there making plans for the property.

March 6, 14:56 — A request was received from the manager of a local motel to have an officer respond and check out a suspicious item left in a motel room. The on-duty officer responded and checked the item -- which appeared to be a partly inflated balloon tied off with surgical tubing. No drug residue was located and the item was thrown away.

March 6, 17:44 — A local store called -- advising a small baggie had been located that contained a small amount of white crystal substance. An officer responded and tested the substance which showed positive for methamphetamine. The substance was transported to the PD and destroyed.

March 6, 18:46 — An officer responded to a local truck stop as requested after a collision between two semi-trucks and the drivers became upset with each other. The officer advised they were on private property, had to exchange information, and forward such to their insurance companies if they could not come to some sort of agreement. No collision report was filed as it was on private property.

March 6, 19:38 — The on-duty RPD officer responded to a request for assistance by the Adams County Sheriff Department at the reported scene of an in-progress domestic call. The location was near Danekas and Rehn Roads. The officer assisted as requested, then returned to the City.

March 7, 13:18 — An officer responded to a report of cars driving over a downed power line in the parking lot of a local business. The officer was able to determine the line was not connected at the pole and appeared to be an abandoned telephone line. After it was moved out of the parking lot, the officer cleared.

March 7, 14:02 — A complaint was received from a subject on W. Alder Ave. advising of footprints in the snow in his and his neighbor’s yard. He did not request contact with an officer but just wanted to report it. An officer was able to make phone contact with the complainant and he will call if anything comes up missing or anyone is observed in the yards.

March 8, 05:15 — A local truck stop notified of a two-vehicle semi accident with minor scrapes to the trucks. The on-call officer told the caller there was not an officer available to respond to non-emergency call on private property. He suggested the subjects involved exchange information and be on their way.

March 8, 16:16 — A complainant called to report a hazardous condition on W. 6th Ave. It appeared there was gasoline leaking from under a red van parked on the street. On-duty officers who responded determined there was a small leak in the gas tank. The owner took the van to a local repair shop. There was melting ice and snow on the street and the amount of gas spilled was undetermined, but believed not to be a large enough quantity to require haz-mat clean-up.

March 8, 16:47 — A request was received from a trucking company to attempt to locate one of their trucks that GPS indicated it was in the parking lot near a local motel. The truck was located; it was locked with no driver around. The company was advised they could call a tow for the truck, or come get it, but the PD would not be responsible for it. The driver had words with the trucking company dispatcher over pay and routes; he told them he was going to leave it parked, and he quit. This is a civil matter between the company and the driver.

March 9, 09:53 — A suspicious 911 call was received from an address on E. 6th Ave. -- advising that the caller was having problems with a plumber she had called to deal with water in her basement. She was told she should not call 911 for plumbing issues. The on-duty officer responded and determined there were sewer issues in the basement at her house. A City Crew was requested to respond.

March 9, 12 12:06 — The on-duty officer received a request for assistance from the Adams County Sheriff’s Department. The deputy was requesting an RPD officer respond to assist him on a call notifying there was a subject at the residence making threats toward law enforcement. The officer responded, assisted as needed, then returned to the City.

March 10, 21:40 — An officer conducted a traffic stop near First Ave. and Chelan St. after recognizing the driver as the owner who had his license suspended. Darrin L. Hodgson (51) of Ritzville was arrested for Driving while Suspended in the 3rd Degree and booked into the Adams County Jail. This was the second time in 13 days the same subject was arrested and booked for Driving While Suspended by the RPD.

March 11, 10:59 — A complainant called advising of a disorderly subject that was yelling in the 100 block of E. Fir. The area was checked by the on-duty officer, but no one was located in the area.
