    ODESSA — Incumbents held comfortable leads over their opponents in local races for Mayor and Councilmember No. 5 after the first ballot count in the primary election Tuesday, Aug. 1. Incumbent mayor Bill Crossley had 162 votes. Second-place Jeremy Smith had 37 votes, while Ed Hayden was third with 22 votes. Meanwhile, incumbent councilwoman Marlene Kramer garnered 114 votes.     RITZVILLE — Jessica Quinn and Jen Verhey lead the races for two City Council seats at the end of the first day of counting in the Tuesday, Aug. 1 primary election. Quinn has 41 votes, or 64.06%, in her bid to win the Ward No. 1 seat.     CONNELL — Candidate Preston Hart has a commanding lead in the Aug. 1 primary election race for City Council Position No. 5. but it's a dead heat to see who will be the runner-up. After the end of the first day of counting Tuesday, Hart had 108 votes, or 51.92%. His count exceeded the tally for the remaining two candidates, Patrice Hebel and Stephanie Hallman.     RITZVILLE — Adams County voters appear to be favoring tax levies on the ballot following the initial tally in the Aug. 1 primary election. The Adams County Auditor's Office reported a special election in Hospital District No. 3 had received 639 "approved" votes, 84.30%. Only 119 voters, 15.79%, opposed the measure.
