separate but related procedural
requirements for activities undertaken
by the Responsible
Entity (RE).
REQUEST FOR RELEASE OF
FUNDS
On or about May 8, 2023 the
above-named RE will request the
Washington State Department
of Commerce (Commerce) to
release federal funds under Title
I of the Housing and Community
Development Act of 1974 (PL
93-383) for the following project:
Project Title or Name: 2023
Water and Roadway Improvements
(Quail Loop Waterline
Replacement)
Purpose or Nature of the Project:
The proposed project will
replace waterlines along Clarence
Street, Iowa Street, Vulcan
Street, and Wilber Road; and will
provide chip seal to these roads
as well as to Florenz St, East 8th
Street, North I Street, North L
Street, and North S Street.
Location of the Project: Town of
Lind, within the rights-of-way of
the roads named above.
Estimated Cost of the Project:
$962,825
FINDING OF NO SIGNIFICANT
IMPACT The Town of Lind
determined that the project
will have no significant impact
on the human environment.
Therefore, an Environmental
Impact Statement under the
National Environmental Policy
Act of 1969 (PL 91-190) is not
required. Additionally, project
information is contained in the
Environmental Review Record
(ERR) on file at Lind Town Hall,
116 ½ W. 2nd Street, Lind WA
and is available for examination
and copying weekdays between
9:00 AM and 5:00 PM.
PUBLIC COMMENTS
Any individual, group or agency
disagreeing with this determination
or wishing to comment on
the project may submit written
comments to Lind Town Hall. All
comments received by May 4,
2023 will be considered by the
Town of Lind prior to authorizing
submission of a request for
release of funds. Comments
should specify which Notice they
are addressing.
RELEASE OF FUNDS
The Town of Lind certifies to
Commerce that Paula Bell in
her capacity as Mayor consents
to accept the jurisdiction of the
Federal Courts if an action is
brought to enforce responsibilities
in relation to the environmental
review process and that
these responsibilities have been
satisfied. Commerce’s approval
of the certification satisfies its
responsibilities under NEPA and
related laws and authorities, and
allows the Town of Lind to use
State Community Development
Block Grant (CDBG) Funds.
OBJECTIONS TO RELEASE
OF FUNDS Commerce will
accept objections to its release
of funds and the Town of Lind’s
certification for a period of fifteen
days following the anticipated
submission date or its actual
receipt of the request (whichever
is later) only if they are on one
of the following bases: a) the
certification was not executed
by the Certifying Official of the
Town of Lind; b) the RE has
omitted a step or failed to make
a decision or finding required
by HUD regulations at 24 CFR
Part 58; (c) the RE has committed
funds or incurred costs
not authorized by 24 CFR Part
58 before approval of a release
of funds by Commerce; or (d)
another Federal agency acting
pursuant to 40 CFR Part 1504
has submitted a written finding
that the project is unsatisfactory
from the standpoint of environmental
quality. Objections must
be prepared and submitted in
accordance with the required
procedures (24 CFR Part 58)
and shall be addressed to Local
Government Division, Community
Development Block Grant

objectors should contact
