Ritzville City Council addresses issues with Well No. 9 Project

The Ritzville City Council meeting on Tuesday, Aug. 5, began with Attorney Milt Rowland discussing a request for Resolution 2015-06 regarding the Well No. 9 Project.

As presented by Rowland, the resolution states the contract to construct the Well No. 9 Pump Station was signed in April 2014. According to the contract, the pump station was scheduled to be substantially complete in 2014.

Rowland explained the contractor has not yet requested issuance of a certificate of completion from the city’s engineer by close of business on Aug. 4. The pump installer hired by the contractor has not indicated that the project can be completed within the design and cost parameters of the contract.

Instead, the installer has made a recommendation for modifications to the contract and project itself, which the engineer cannot endorse. The installer and contractor stated the issue is still unknown, but has nothing to do with the installation or the pump itself.

The machinery is working correctly; the issue occurs when the pump is turned off; a battle between water from the aquifer and well begins. The installer and contractor have determined a simple check valve will discontinue any issues when the well is shut off. The valve will keep the aquifer and well water where it is needed without resistance or damage to the well.

As a result of delays and default on the contract the City of Ritzville has incurred costs for legal assistance and additional engineering expenses not budgeted as a part of the project.

The council has concluded there is nothing to be gained by its citizens from countenancing further delay, with no apparent end in sight.

Councilperson Mike Schrag moved to approve Resolution 2015-06, and received unanimous support from the council.

The vote resolved that legal counsel for the City of Ritzville is now authorized to take steps to bring the Well 9 Pump Station Project to completion with the requirements of the contract.

The council could take other actions to minimize the cost and complete the project.

These actions could include termination of the contract in conformity of its requirements, bringing legal action, or other acts, as are in the best interests of the people of Ritzville.
