    With only military ballots to be received, the votes are now in favor of the Ritzville School District’s two-year capital levy for improvements to Jimmie Snider Field. Ten voters, living in Lincoln County but inside of the Ritzville School District, made the difference to switch the close-margined race.     The Lind Town Council unanimously agreed to move forward with supporting the creation of a community garden, during the regular meeting on Nov. 13. The council agreed to create two separate leases on land donated to the town for recreational purposes: one lease for the park and recreation department and a five-year lease for land dedicated to a community garden.     Just after 3 p.m. on Thursday, Nov. 15, the Adams County Superior Court Clerk’s office received a phone call from a male subject claiming multiple explosive devices would be detonated in 20 minutes.     With the Federal Communications Commission (FCC) mandating the switch of all radios to the narrowband system by Jan. 1, the Adams County Sheriff’s Department has been working to upgrade all radios inside the county. The FCC mandated the deadline nearly two decades ago. Narrowbanding makes radio bands operate at 12.5 kilohertz (kHz), where systems have previously been operating at 25 kHz.
