    OTHELLO — An Immigration and Customs Enforcement officer who traveled here last year for an alleged sexual encounter with a child has turned himself in to federal authorities.     RITZVILLE – A new owner is refurbishing the self-service Ritzville Car Wash.     SPRAGUE—A Langley man is suing the city of Sprague over a public records request. Court records show Eric Hood filed a civil lawsuit against the city Thursday, March 16, claiming the city didn’t respond to an email request for records regarding a previous lawsuit Hood filed.
