NOTICE OF APPLICATION&
SEPA THRESHOLD
DETERMINATION
Pursuant to RCW 43.21C.080,
notice is hereby given that Adams
County did on March 18,
2024, make a Determination of
Non-significance (DNS), for the
following application.
Description of proposal: Adams
County Building and Planning
received a SEPA checklist for
the above refenced Othello
Housing Authority Rocky Point
Planned Residential Development
(PRD) Project.
This PRD application consists
of a residential apartment development
of the 10-acre site
located at 632 S Taylor Road in
Othello, WA. The Othello Housing
Authority is the sole owner
of the property and its manager.
No additional associations will
be created. No additional covenants
will be created outside
of the policies set forth by the
Othello Housing Authority.
The Rocky Point Apartment
project has been revised from its
original proposal of 118 units in
3 phases to consist of a 41-unit
townhome apartment complex
within a ten (10) acer parcel.
Construction is scheduled to
begin in June of 2024 and run
through October of 2025.

Planning Department
Adams County has determined
that this proposal will not have
a probable significant adverse
impact on the environment. An
environmental impact statement
(EIS) is not required under RCW
43.21C.030(2)(c). This decision
was made after the review of
a completed environmental
checklist and other information
on file with the lead agency. This
information is available to the
public upon request.
Threshold Determination:
Pursuant to WAC 197-11-
340(2), Adams County will not
act on this proposal for 14 days
from March 20, 2024.
All SEPA comments must be
received no later than 4:00pm
on April 03, 2024.

Hearing Notice:
An open public hearing with the
Adams County Planning Commission
is currently scheduled
for March 28, 2024, to receive
public comments, no determinations
will be made regarding this
project until the SEPA comment
period for this revision has been
concluded on April 4, 2024.
The location of this public hearing
will be the Adams County
Cedar Blvd complex conference
room located at 445 E Cedar
Blvd Suite A or can be attended
remotely via GoTo Meeting using
the link provided through
the Adams County Planning
Commission web page. If you

Public comments will be receive
during the public comment period
for this project in person,
remotely via the Adams County
