PUBLIC NOTICE OF APPLICATION

& SEPA THRESHOLD

DETERMINATION

Pursuant to RCW 43.21C.080,

notice is hereby given that acting

as the lead agency for the

Town of Washtucna, Adams

County did on November 1,

2023, make a Determination of

Non-significance (DNS), for the

following application.

Description of proposal: Town

of Washtucna Fiber to home

Project. The project is a fiber

to premise (FTTx) construction

project on existing utility poles

in the Town of Washtucna, WA.

The aerial construction will

be done according to the utility

pole owner’s specifications

and permitted through a pole

attachment process. Where

underground construction is

necessary, due to lack of pole

or access on the poles, the fiber

will be buried at a depth of 2-4

feet in city right-of-way or on

private property following existing

utilities. In these instances,

conduit for feeder cables placed

will be 1-1/4” HDPE SDR 11 or

similar. Handholes will be limited

to transitions and access

points only and placed in city

right-of-way. The handholes are

anticipated to be approximately

30”x48”x36” with Tier22 rated

lids. Service drop cable placed

in conduit will be locatable for

811 services. All feeder cables

will meet at one central location

outdoor cabinet that will house

service providers switching

equipment and fiber distribution

ports. Buried routes will

incorporate route markers for

identification. All drop cables

will be terminated in a terminal

box mounted to the exterior of

the premise.

Adams County has determined

that this proposal will not have

a probable significant adverse

impact on the environment. An

environmental impact statement

(EIS) is not required under RCW

43.21C.030(2)(c). This decision

was made after the review of

a completed environmental

checklist and other information

on file with the lead agency.

This information is available to

the public through the Adams

County Building and Planning

website under SEPA notices or

upon request through our office.

Threshold Determination:

{X} This DNS is issued under

197-11-340 (2); the lead agency

will not act on this proposal for

14 days from November 08,

2023.

Comments must be submitted

no later than November 28,

2023, for this DNS.

Pursuant to WAC 197-11-

act on this proposal for 14 days

comments on this threshold determination
