RITZVILLE – Public Works Director Dave Breazeale recommended last week the City Council hold off paying the final installment to the contractor in the Pete’s Lift Station project.

Pay estimate No. 7, the final payment to POW Contracting, is slated in the amount of $52,492.61.

During the Jan. 4 City Council meeting, Breazeale said the Public Works Department received “no fewer than 20 alarms over the holidays” for various conditions at the pump station.

He recommended delaying approval of the final payment until the Jan. 18 council meeting, so staff could work with the contractor on the various issues that prompted the alarms.

In other business on a light agenda, the council:

• Approved resolution 2022-01 concerning 2022 Financial Policies by a vote of 6 to 1, with Councilwoman Plumb voting no. The updated financial policy includes the addition of a section on capital assets. The council also approved resolution 2022-02 concerning password policies for city employees to observe in the performance of their jobs. The resolution passed by a vote of 6 to 1, with Councilman Yaeger voting no.

• Dave Breazeale noted the timing of the recent snow storms, coupled with extremely low temperatures, complicated snow removal efforts by Public Works staff. The start and stop nature of the snowfall resulted in compact snow and ice forming on streets before plows could remove the snow. He also noted the deicer was less effective at the near zero temperatures, and noted the city would be purchasing a salt and sand mix from Adams County, to improve traction on hills.

• Police Chief Dave McCormick reported there are a few applicants for open positions in the Ritzville Police Department, and the department is getting close to administering civil service exams for those applicants.
