City water issues similar to sewer plant mess

Eight or so years ago it dawned on the members of the city council that the city had serious water issues? Are we speaking of the city water system that has not been properly maintained for 30 years or longer? The city water storage tank has not been maintained since 1985.

Was this discovery of the need to make major improvements before or after the city had considered a new well which would have cost a mere one million dollars? Now we are told a well will cost more than $3.5 million? A rumor on the street claims the well will cost $8 million.
