NOVEMBER 27

Agency Assist - East I-90 near milepost 199 Ritzville

Deputies assisted EMS and the fire district wtih a single vehicle collision.

Agency Assist - 200 block West Broadway Avenue Ritzville

Deputies responded and assisted corrections deputies with a fight in the jail. Both parties were detained.

Trespassing - 2100 block West Highway 26 Othello

Deputies determined a juvenile and parent were operating ATV’s on a limited access roadway without permission. The vehicle was removed from the Potholes canal without incident and the juvenile was unhurt as a result of the collision. This incident will be forward to prosecutor’s office for review.

Animal Problem - 2300 block West Mountain View Lane Othello

A subject advised his dog was shot two nights prior. Investigation is ongoing.

NOVEMBER 28

Theft - South Highway 21 and East Hatton Road Lind

Complainant reported observing his mailbox was opened in the morning, and letters he placed in the mailbox the day before were missing. Investigation is ongoing.

Abandoned Vehicle - East Tokio Road and East Danekas Road Ritzville

Abandoned vehicle at the location. Deputies contacted the registered owner who stated his farm truck has broken down, but he he is making arrangements to have the truck moved by the end of the week.

Suicide Attempt - 100 block West May Street Washtucna

Complainant advised of a possible suicide attempt involving a family member. Deputies arrived on scene and detained the subject, who was transported to East Adams Rural Hospital for an evaluation.

Weapons Offense - 600 block South Nimey Lane Othello

Report of subjects shooting BB guns near complainant’s property.

Traffic Offense - West Bench Road Othello

Deputies noticing several children were not secured in the back seat of a vehicle. The driver, 35-year-old Ismael Lopez-Zacarias of Othello was arrested for driving while license suspended and driving without an ignition interlock device.

Domestic - 2300 block North Bob Lee Road Ritzville

Report of a possible domestic that occurred at the location after a subject arrived at complainant’s residence with bruises. It was determined no assault occurred and subjects separated for the night.

NOVEMBER 29

Weapons Offense - North Cow Lake Road Ritzville

Report of shots being fired. Deputies and WSP arrived on scene, but were unable to determine if any criminal activity occurred.

Domestic - 2100 block West Bench Road Othello

Report of domestic assault which was not in progress. Deputies contacted the parties and determined a juvenile subject was the primary aggressor. At the request of juvenile services, the juvenile was released to his parents and the matter referred to juvenile services for action.

Vehicle Prowl - 2500 block West Highway 26 Othello

Complainant advised unknown subjects entered his vehicle and removed a battery charger. The complainant wanted law enforcement to be aware of suspicious activity occurring on and nearby the location. Investigation is ongoing.

Agency Assist - 900 block South Adams Street Ritzville

Deputies assisted the Ritzville Police Department with an unruly subject being transported by ambulance.

Burglary - 200 block East 3rd Street Lind

Complainant advised that the front door was open and the back door has been broken down. The tv, tools, and pressure washer were missing. Deputies ensured no one was inside the residence and documented the scene. Investigation is ongoing.

Animal Problem - 300 block East 3rd Street Lind

Dog at large at the location.The responsible has been warned in the past. This was the final warning, next time a criminal citation will be issued.

Suspicious - 300 block West 1st Street Lind

Deputies observed a vehicle at the location and made contact. The subject was going through an emotional crisis and spoke with deputies regarding her concerns. The female remained at the location after deputies cleared.

Suspicious 911 - 600 block South Eagle Road Othello

Suspicious 911 call at the location. Deputies contacted residents and did not locate the source of the call.

Traffic Offense - North 3rd Avenue and East Main Street Othello

A traffic stop was conducted on a vehicle for a moving violation and the driver was found to be have a suspended license in the second degree. 27-year-old Bulmaro Hernandez of Othello was arrested, cited, and released at the scene.

Suspicious - 2100 block West Panama Road Othello

Deputies contacted a vehicle at the location that had different plates on it. The driver did not have a license and his wife was in the back seat holding an infant. There was no car seat in the vehicle. Driver said he was going to buy milk. The driver was advised to remove the plates from vehicle and he was not allowed to drive due to not having a license.

Suspicious - 600 block South Canal Road Othello

Suspicious person call at the location. Deputies were not able to locate any subjects in the area.

NOVEMBER 30

Suspicious 911 - 2100 block West Cunningham Road Othello

Suspicious call at the location. Deputies searched the area and did not locate the source of the call.

Citizen Assist - 700 block Weset Griffith Road Ritzville

Complainant advised he had struck a deer near the location and advised the deer was still alive. Deputies dispatched the deer. Arrangements were made to salvage the deer.

Agency Assist - West Highway 26 and South Taylor Road Othello

Deputies responded to a single vehicle collision at the location.

Agency Assist - West Highway 26 near milepost 59 Othello

Deputies responded to the location to assist WSP with a single vehicle injury collision.

Suspicious - 800 block South Taylor Road Othello

Report of a possible domestic at the location. A female subject was said to be inside the trailer who was not supposed to be there. From investigation, no domestic occurred. Female was not listed as being trespassed or having current orders in place restricting her from being in the trailer.

Harassment - 300 block South Reynolds Road Othello

Complainant advised of receiving death threats via electronic device after communicating with escorts online. Investigation is ongoing.

Alarm - 1300 block North Wahl Road Ritzville

Residential alarm at the location. Deputies arrived on scene and verified the residence was secure.

Traffic Offense - East I-90 near milepost 220 Ritzville

A traffic stop was conducted on a vehicle after committing a traffic violation. Deputies contacted the driver who was found to have a suspended license, and 38-year-old Felicity Garcia of Spokane was arrested and later released for the driving related offense. During the arrest, narcotics were located on the driver. Three passengers were contacted and had out of state felony warrants for their arrest. Due to booking restrictions, the subjects were released. The vehicle was towed pending a search warrant. Investigation is ongoing.

Agency Assist - 1500 block Smitty’s Boulevard Ritzville

Ritzville Police requested an additional unit to the location. Deputies responded and assisted Ritzville Police with their investigation.

Runaway Juvenile - 2100 block West May Street Othello

Report of a runaway juvenile at the location. Complainant advised the juvenile left the location without permission three days prior. The juvenile was entered into the system as a runaway. Later that evening, a juvenile called back translating for a parent, advising the juvenile had returned home.

Burglary - 1000 block West Schrag Road Ritzville

Report of a residential burglary at the location. The burglary was believed to have occurred in the previous two days. Investigation is ongoing.

Alarm - 700 block South Ridgeview Loop Othello

Deputies responded to a report of residential burglary at the location and the residence appeared to be secure. Deputies cleared the residence finding no subjects inside and no signs of a burglary.

DECEMBER 1

Agency Assist - South Highway 17 Coyan Road Connell

Franklin County Sheriff’s Office requested assistance with a traffic stop at the location. Deputies cleared when their assistance was no longer needed.

Animal Problem - 2600 block West Valley View Lane Othello

Report of a cow at the neighbor’s. Deputies contacted a possible owner of the cow; he was able to identify the cow and take it.

Traffic Hazard - East Danekas Road and East Schoessler Road Ritzville

Report of a vehicle driving erratically. Deputies located the vehicle, observed the vehicle commit a traffic offense. The driver was given a warning for the traffic offense.

Fraud - 900 block South Highway 24 Othello

Complainant advised of sending a photo text of her license to the wrong number, and receiving multiple fraudulent phone calls. Complainant was advised of blocking phone calls, getting a new phone number, and/or contacting the department of licensing for advice.

Suspicious - South Highway 24 and West Yeisley Road Othello

Report of a suspicious vehicle parked at the location. A female inside the vehicle advised they were waiting for a family tow.

Citizen Assist - 600 block South Taylor Road Othello

Complainant received a text approximately one and a half months prior showing her stolen motor vehicle at the location. Complainant advised she gave the subject out of Pasco permission to take the vehicle but it had not been returned. Dispatch advised the vehicle was not listed as stolen. The responsible agency was contacted by dispatch.

Alarm - 2100 block West April Street Othello

False alarm.

Animal Problem - 2200 block West Charla Lane Othello

Complainant advised three dogs killed their chicken. Complainant also advised of an unreported killing of approximately 15 chickens within the previous days. Deputies contacted the owner of the three dogs. The owner was advised to keep the dogs secured, and if his dogs were out again, he would receive a criminal citation.

Citizen Assist - 500 block West I-90 Ritzville

Dispatch advised of a possible suicidal subject at the location. Deputies and WSP troopers located the subject, who advised he was not in crisis was just separating from his wife to avoid any negative contacts.

Juvenile Problem - 800 block South Taylor Road Othello

Complainant contacted dispatch because a juvenile showed up later than what the complainant had permitted.

DECEMBER 2

Suspicious - West I-90 near milepost 220 Ritzville

Complainant advised of seeing an object a few hundred feet off the ground, unable to tell how far away, fly north to south. Complainant was unable to tell for sure if it may have been a firework/flair/or small aircraft. Deputies did not locate an aircraft or observe anything out of the ordinary. Traffic Hazard - 700 block South Thacker Road Othello

Report of cattle loose in the area.

Traffic Accident - 2600 block West Bench Road Othello

Deputies responded to a two vehicle, non-injury collision at the location and conducted a traffic collision investigation. Neither vehicle was towed from the scene.

Fraud - East Lind-Ralston Road Lind

Investigation is ongoing into a possible fraudulent post on Craigslist regarding renting property at the location.

Traffic Hazard - 600 block South Kaylee Road Othello

Report of dark-colored vehicles racing from the location.

Suspicious - 2200 block West Highway 26 Othello

Unidentified complainant advised dispatch of hearing the sounds of glass breaking and a white-colored import vehicle leaving the area. Deputies checked the area, finding no damaged vehicles.

Agency Assist - West I-90 near milepost 209 Ritzville

WSP requested assistance with an unknown injury collision at the location, due to no troopers being in the area to respond. Deputies remained on scene till WSP arrived.

Traffic Offense - 2200 block West Highway 26 Othello

Deputies observed a vehicle fail to stop as required. The vehicle was contacted and a juvenile was driver taken into custody for criminal traffic related offense. A second subject was taken into custody by assisting agency for assaulting a peace officer.

Malicious Mischief - 200 block East 7th Street Lind

Complainant advised her house and vehicle were struck by eggs. Investigation is ongoing.

DECEMBER 3

Agency Assist - West I-90 near milepost 219 Ritzville

WSP requested assistance with removing a large semi tire from the roadway. Deputies removed the debris as requested.

Agency Assist - 500 block West 1st Avenue Ritzville

Deputies assisted Ritzville Police with an unwanted subject at the location.

Traffic Hazard - South Main Street Washtucna

Report of wheat trucks speeding on Main Street every morning at 5 a.m. Complainant requested extra patrols in the area.

Vehicle Theft - 300 block East 3rd Street Lind

Request for law enforcement contact regarding a theft/recovery of a vehicle. Deputies were informed the vehicle was taken by force a month ago. Another subject requested contact to dispute the ownership claim of the vehicle. Investigation is ongoing.

Alarm - 400 block East Yeisley Road Lind

False alarm.

Animal Problem - 200 block East 7th Street Lind

Complainant reported a canine from the area came on to her property. Deputies contacted the owner of the canine and advised her of the duty to maintain canines on her property. The owner was also advised of possible penalties if the animals left their property unrestrained.

Assault - 1500 block West Sutton Road Othello

Deputies were dispatched to an assault call at the location. A report will be forwarded to the prosecutor’s office for possible charging decision.

Traffic Offense - South Highway 17 and West Highway 26 Othello

Deputies conducted a traffic stop on a vehicle for a moving violation, and 43-year-old Lion Martinez-Reyes of Kennewick was arrested, cited, and released from the scene for driving while license suspended 3rd degree.

Traffic Offense - 2100 block West Cunningham Road Othello

Deputies conducted a traffic stop on a vehicle at the location. The driver was found to have a suspended license, and 41-year-old Eliazar Ramos of Moses Lake was arrested, cited, and released from the scene for driving while license suspended 3rd degree.
