Ritzville Police Department Dispatch Reports: Feb. 28, 2019

Feb. 7, 03:49 — A complaint was received from a residence on East 6th Ave. advising a subject in a white pickup was stealing her air conditioning unit or a part off of it. An officer responded and did not see any one in the area and the air conditioning unit was intact with no signs of being tampered with. The complainant was agitated and said they had been working on it for the past four hours. The officer took the complainant out to inspect the unit which showed no signs of tampering and no sign on anyone being in the snow around the unit. The officer cleared.

Feb. 7, 12:35 — An officer responded to a call for assistance at a local apartment complex that had been received on a 911 line. It was determine one of the residents has passed away sometime the day before from natural causes. The Adams County Coroner’s Office was advised and the body was removed by Danekas Funeral Home.

Feb. 7, 20:57 — A call was received for asking for an officer to respond to assist with the repossession of a semi-truck at a local truck stop. An officer responded and stood by to insure the peace on a civil matter. The subjects involved were able to work out a plan and the officer cleared.

Feb. 8, 10:03 — A complainant was received of two dogs running a large on East Alder and one of the dogs was nipping at the heals of a pedestrian in the area. No one was hurt. The person responsible for the dogs being out was contacted and said the gate must have got open somehow. He was issued a notice of infraction for allowing dogs to run at large under city ordinance.

Feb. 8, 16:47 — A complainant was received of a vehicle blocking a down town alley an it had been an ongoing problem. The responsible was contacted and advised he could only park in the alley when he was loading or unloading items from his vehicle and had to find some other place to park.

Feb. 8, 20:52 — A call was received from a local business advising there was a subject that came in with an open container of alcohol and wanted to order some food. He was told he could not have the open container in the business. An officer responded and made contact with the subject near a local motel and advised him of the open container laws of this state.

Feb. 9, 00:19 — Adams County Dispatch received a call of a domestic in progress near Danekas Road and Schoessler Road approximately four miles east of Ritzville. The complainant said there had been a collision, a male and female subject were outside the vehicle and one of them was waiving a handgun around. There was a Washington State Trooper in route from Ritzville requesting assistance from the RPD as the on-duty deputy was in route from MP 194, 32 miles west of Ritzville. The on-duty RPD officer responded to assist in securing the scene until the deputy could arrive. It was determined the trooper would handle the collision and the deputy would handle the reported domestic, upon his arrival. The officer returned back to the city as soon as the deputy arrived on scene.

Feb. 9, 05:45 — An intrusion alarm was received from a local business on Galbreath Way. The on-call officer responded and checked the building and found it to be secure. The responsible subjects for the building could not contacted so the officer cleared.

Feb. 9, 10:16 — While on patrol an officer noticed a semi blocking the area of Weber Road and Bauman Street. It was determined the trailer brakes were frozen up and the semi could not move. The officer provided traffic control until the semi could be moved.

Feb. 9, 10:28 — A report was received of an open door at a residence on West Broadway. The RPD officer was tied up on another call so a sheriff’s deputy stopped by the residence and checked the residence. There were no signs of a break in, no tracks in the fresh snow. It is believed the door may have been blown open by the strong wind. The door was secured.

Feb. 9, 19:14 — An alarm was received from a business on Galbreath Way. The alarm company called prior to the officer arriving on scene and advised the alarm was set off by an employee by mistake and no response was required by the officer.

Feb. 9, 21:22 — A report was received of a vehicle stuck in a snow drift at Chelan and East Main Ave. The complainant requested an officer push him out. The officer advised the complainant would have to call a tow as the officer would be at risk of becoming stuck as well or causing damage to one of both vehicles. A local towing company responded and was able to remove the vehicle.

Feb. 10, 03:58 — A report was received of a tow car non injury accident at Broadway and Palouse. Upon the officer’s arrival it was determined one of the vehicles had pushed or pulled the other one out of the snow drift causing damage to the vehicles. The officer advised both subjects it was up to t hem to work things out between them as it was not a traffic collision.

Feb. 10, 11:56 — A citizen assist call was received from a motorist on South Division Street. Upon arrival of the officer it was determined the complainant locked his keys in his vehicle. The officer was able to provide a courtesy ride to the complainants residence to get a second set of keys.

Feb. 10, 16:30 — A report of a large white dog running at large in the 600 block of West 1st Ave. The responding officer was unable to catch the dog which was last seen running west bound on the Main Ave.

Feb. 10, 17:40 — A complainant called the office to request a welfare check on her fiancé who had last been known to be at his relatives residence on East 3rd Ave. An officer checked the address and made contact with the relatives who advised the subject has not been there but they were in the process of obtaining a restraining order to keep him away from their residence. The complainant who lives in Odessa does not have a phone so she could not be advised of the officer’s findings.

Feb. 10, 17:56 — A report of a domestic-in-progress was received from a local apartment complex. An officer responded and made contact with the subjects in the apartment the noise was coming from. It was determined the noise was coming from music the residents had been listening to a band called SCREAMO. The music consisted of a lot of screaming. They were told to turn the music down. No signs of a domestic incident were observed.

Feb. 11, 13:00 — A complainant was received from a subject requesting assistance on a landlord tenant issue. An officer called the land lord and relayed the problem. He said he would be contacting the complainant in the next two days but did not think there was anything he could do for the complainant as she was not married to the original renter, who was now deceased.

Feb. 11, 13:15 — A report was received from City Hall that a citizen had picked up a stray blue healer/collie type dog that had a short rope around its neck, an infected eye and it was extremely skinny. The complainant was going to care for the dog until the following day when it could be taken to pet rescue in Othello. There were no reports of missing dogs in the Ritzville area matching the description of the dog found.

Feb. 11, 13:00 — Information was received from a subject advising the location a subject wanted of a local warrant had been seen and a vehicle that person had been seen in. The vehicle was not located by the RPD officers. The information was forwarded to the on duty deputy.

Feb. 11, 15:00 — A citizen assist call was received from a subject at an East 5th Ave. address advising of suspicious activity by one of the neighbors. The subject was contacted and requested to stop contacting the complainant and following her. The subject advised he would.

Feb. 11, 15:08 — A report was received from the manager of a local motel advising a TV and small refrigerator had been stolen out one of the rooms. The manager was going to obtain more information and provide it to the officer conducting the investigation when it was available.

Feb. 11, 17:39 — An on-duty officer observed a semi-truck and trailer blocking the BNSF main line track at the Jefferson Street crossing. The trailer was stuck in a large snow drift. Dispatch was requested to notify BNSF who was able to stop the train traffic within a couple minutes. The driver chained up his tractor and a BNSF front end loader showed up and assisted the driver in getting the semi out of the snow drift. BNSF was notified the tracks were clear.

Feb. 11, 22:00 — A report was received of a jack-knifed semi blocking Weber Ave. near Galbreath Way. An officer responded and provided traffic control as needed until the driver was able to chain up his tractor and get the semi moved.

Feb. 12, 00:32 — A report of a domestic-in-progress was received from a subject in Odessa. The officer responded and contacted tow subjects who had been in a dating relationship. It was clear there had been an argument but there was not sufficient probable cause to make an arrest. DV packets were provided to the subjects and one of them was given a ride to a local motel for the night.

Feb. 12, 00:52 — An officer responded and assisted the Ritzville ambulance as needed on a medical call.

Feb. 12, 15:19 — A local business called advising they had located a license plate in the parking lot. The owner was contacted and advised the plate had been stolen as it belonged on his fifth-wheel trailer and the trailer had not been moved for some time. The plate was returned.

Feb. 12, 19:47 — A complainant advised a private snow plow had been in the area plowing the streets near his residence and piled show in front of the fire hydrant. He is concerned that this happened.

Feb. 12, 19:56 — A call was received advising the trapdoor on his neighbor’s house was left open. The neighbor was contacted and advised there had been someone moving items out of the residence earlier and they must have forgot to close the door. An office checked the area, did not locate anything out of place, and closed the door.

Feb. 13, 11:12 — A complainant called to report on going harassment by text messaging and Facebook. It was determined there was a no-contact order in place and the subject that called in the complainant was prohibited from contacting the subject doing the harassing. This was originating in Kent, so Kent PD was notified. After contact with Kent PD it was decided they would attempt contact with the suspect and tell him to stop. If the complainant responded to him she would be in violation of the no-contact order. There is a hearing coming up shortly in Kent.

Feb. 13, 18:03 — There was a complainant received from an Adams County Corrections Officer advising an inmate that had just been booked wanted to complain to a city officer about being threatened with a gun some time ago in Ritzville. An officer made contact with the subject at the jail who refused to provide any information to the officer stating he was afraid of guns and people with guns. There are ongoing issues between family members and the subject contacted at the jail has been trespassed from other family member’s residence in the past.

Feb. 13, 19:22 — An alarm was received from a local bank advising of movement in the ATM room. Prior to the officers arrival the alarm company called and said they had an employee working on the ATM at that location and no response was needed.
