Commissioners open bids for Lind-Hatton, Damon overlay project

During the Sept. 4 meeting, the Adams County Commissioners opened bids for the Lind-Hatton and Damon Road Overlay project.

The project consists of an overlay of a .93-mile portion of roadway from Lind-Hatton Road to Damon Road.

Adams County Public Works received three bids, one being from Central Washington Asphalt for $1,389,029.25.

Poe Asphalt Paving Inc. provided a bid for $1,926,676.77. The third bid from Granite Construction Company was for $1,299,999.99.

The bids from Central Washington Asphalt and Granite Construction were lower than the engineer’s estimate of $1,533,229.24.

County Engineer Scott Yaeger said he would review the bids and present a recommendation to the commissioners.

In solid waste updates, Public Works Director Todd O’Brien said Pacific Steel and Recycling is scheduled to remove metal from the Bruce Transfer Station on Sept. 17. He said Pacific will pay Adams County $85 per ton of metal removed.

He added the department purchased equipment to extract freon from refrigerators.

O’Brien is also working with Avista Utilities to re-install a power pole that wad damaged during an August fire at the Bruce Transfer Station.

He had also contacted Farmers Electric to install a panel on the pole, run the conduit to an underground source and replace the wires damaged in the fire. The goal is to re-energize the tipping floor building.

O’Brien explained the cost to install electricity to the tipping floor will be covered by the insurance risk pool. He hopes to have the project complete at the end of September.

In regards to operations, O’Brien said the department is still working with two contractors to haul solid waste. He has two solid waste tractors were repaired and returned to the fleet.

He is also working with Dailmer Truck Financial to obtain the manufacturer certificate of origin (MCO) to license two more solid waste tractors.

O’Brien announced Public Works has an opportunity to purchase equipment from Chelan County Public Works.

He said Chelan is going to surplus an Eicher tractor and a 1999 dump truck. The tractor has only 24,000 miles while the dump truck has 86,000 miles.

Public Works Maintenance Manager Mark Miller and Fleet Manager Gary Kubik will travel to Chelan to inspect both the tractor and truck.

O’Brien added if the vehicles are in satisfactory condition, he will draft a purchase agreement with Chelan County.
