Commissioners approve proposal for Sheriff’s substation project, discuss seal-coat progress

The Adams County Board of Commissioners approved a proposal from Garland/Design-Build Solutions Inc. and Paint Crafters Plus Inc. for roofing material purposes and services for the Adams County Sheriff’s substation at the July 9 meeting.

The price of the contract is $14,876, including sales tax.

Public Works Director Todd O’Brien said he looked into Paint Crafters Plus, and was satisfied with the company’s references.

He noted the business has completed projects for government agencies and businesses, including Fairchild Air Force Base, Numerica Credit Union and Washington State University.

The project’s scope of work would consist of crews cleaning debris and dirt from existing stucco material and filling cracks with stucco material. Crews will also seal and repaint the building.

In other business, O’Brien said Public Works crews are three days ahead of schedule for seal-coating county roads.

He explained crews will seal-coat a portion of Lind-Warden Road, and move down to Muse, Athey and Atkinson roads.

O’Brien said when crews finish the area, they will seal-coat sections of Reynolds, Barton, McManamon and Cunningham roads.

The schedule states crews will seal-coat intersections at the end of the month. O’Brien said crews will focus on seal-coating roads that are not typically on the department’s seal-coat schedule.

O’Brien said crews will seal-coat about 45 miles of road when the project is finished. He added the schedule is dependent on weather and equipment conditions.

In regards to solid waste, O’Brien said crews are in the process of emptying cardboard out of the transfer stations. The department will rent a flatbed truck and transport cardboard to Vancouver.

O’Brien said crews transferred 30 refrigerators to Sutton Salvage in Lewiston, Idaho, for recycling. He explained Sutton disposed of the refrigerators and paid $206 for the metal.

O’Brien said he felt utilizing Sutton Salvage’s service for recycling refrigerators was successful. He added crews will use a flatbed truck to transfer more refrigerators to the facility, which he said could save Public Works $450 in system evacuation fees.

In engineering, the commissioners approved the first pay estimate from Wheatland Excavating LLC., for $272,636.89 for work on the Cunningham Road Widening Project.

County Engineer Scott Yaeger said the Washington State Department of Transportation (WSDOT) is reviewing the paperwork for construction funding for the McManamon Road project.
