    Jeff and Jennifer (Janzen) Best of Covington, Wash., are pleased to announce the arrival of a daughter, Kaileigh Rhyan, born on June 12 at the Puget Sound Birthing Center.     A double wedding was held at the Comfort Inn in Downtown Spokane, at 1 p.m., Tuesday, July 3. The twin brides, Rebecca and Stephanie Collard, each wore white ball gowns and the individual bridal parties had their own signature colors. Rebecca wore a white tulle gown with seed pearls and satin accents that was complimented with a cathedral length veil.
